I do not care about the historical/performances aspects (play RB3D then).
I do care about gameplay.
The experience tells me that the plane with less fuel will just stay close to his escape side, and wait for the other one to approach and make a mistake. Some more offensive players dare to come to the middle of the map, some passes and hurry back home. Some more pidgeon shooters will create these games on a very wide map, and wait for the fuelless newbie opponent to come to their side of the map, avoid their attacks until they have to deal with a glider...
I do agree that giving a selectable amount of fuel gives one more degree of freedom for creating scenarios. In general, this is exploited by stats geeks more than by fair players, giving a bad experience to newbies... So I'm still not convinced that this new feature is an improvement with regard to gameplay...
