I too have found the fuel rules slightly vexing. Sure, some planes carried less fuel than others - but why do the planes _always_ seem to meet with approximately the same fuel ratios?
I have thought a fair amount about this. And though, at first, I thought it would be neat to just set all fuel the same - that still leads to some problems (some planes use two fuel to move one hex - so their fuel still runs out a lot faster).
My latest (lurking) idea is to add another parameter to each game: operational position:
aggressive, neutral, or defensive.
If you are flying an aggressive mission - you are assumed to be far from home - thus have less fuel.
If you are flying a defensive mission - you are assumed to be close to home - and thus have more fuel.
And neutral would be normal.
This would allow to balance fuel in some scenarios - or even allow for situations in which the ALLIES have less fuel!!! A neat twist on the game. Could you imagine a Bristol that was almost running out of gas!!!
However, I do admit, learning to fly the German planes with less fuel is part of the game. Not sure it is historical, but it is part of the Blue Max board game (as a side note, we rarely track fuel in our board games - and we do use the infinite sky).
