Actually, that would really not fix the issue. Rather, it would shift the problem to the "efficiency" of the individual aircraft. Instead of the aircraft with less fuel being at a constant disadvantage, the aircraft with greater usage rates would be at the disadvantage. It would be the same basic problem in a different guise. |
