That would have fixed both issues. Actually, that would really not fix the issue. Rather, it would shift the problem to the "efficiency" of the individual aircraft. Instead of the aircraft with less fuel being at a constant disadvantage, the aircraft with greater usage rates would be at the disadvantage. It would be the same basic problem in a different guise. |
