This could be worked from the %W/L idea.
Easier than looking through pages of stats - oh if he's red then he's deadly, if he's green he's new - etc
I like the idea of an evaluation system, and it would be nice to combine it with GraysGhost colored names idea.
I actually tried to apply Trueskill evaluation system (http://research.microsoft.com/en-us/projects/trueskill/ to Blue Max some time ago, but I'm not sure if the results I got were valid enough. Once I have more spare time (e.g. after fixing most WS&IM bugs for example) I might try to work some more on it, if a better system hasn't been proposed already by then.
