Increase the number of turns without hostilities (from 10 to 20 or 25) before ending the game, so that there is time enough for the lines to maneuvre before closing to cannon range and to catch fleeing slower ships after the battle.
This is an easy change, however increasing the timer too much can have bad effects: imagine a game where the ships at a certain point lose the ability to hurt each other, their players would have to wait 20 (or 25!) turns without doing nothing if they want to end the game without declaring a draw or surrendering.
Is 10 turns really not enough to maneuver before firing? Would 15 suffice?
I don't think I have enough WS&IM experience to judge, so I would like to hear more players on this topic
