It seems here that most do think it is about numbers. Both views are valid here and both really come down to who gains the stat you can argue about it being cowardly and such but leaving the board and retiring is allowed under the rules. The final wash says how the end of the fight came about and and if someone wants to survive that way then so be it. Takes all kinds to make play interesting and if this player is someone who takes that approach then he can be the guy you just want to beat and or the guy you just don't play with. The game allows you to retire without honor, though it does not say that, Maybe it should read RETIRED WITHOUT HONOR Otherwise the rules just allow it and that is that.
You can say its so he can save his stats and if so then good for him. Seems like others also want to build stats by shooting him down. Seems the same motivation is at play here. If you just think it unfair or unsportsmanlike then there is not much you can do other then get them to change the rules. Probably not too hard to only allow planes to exit the home edge only and then only when the plane meets certain conditions. Otherwise it is just part of game play.
Some seem to protest too much and it seems that just want the kill and that is that. That seems to be alamost as bad as the guy retiring. If you need it that bad then maybe you are into this a bit too much.
Perhaps it might do to add a spot in scenario design where you could ban a player from a game you set up (he just cannot join the game). Such play would then be at one's own peril as no one is likely to play with the guy.

You are losing by 2 points in a two player game. The game has been pretty much even throughout. Both of your planes can fly longer but your opponet escapes and takes the win. It isnt about the shotdown it just isnt fair.
This is how you can tell we don't care about the shotdown: When we don't have engine/fuel, not going off the side off the board and liimping towards home and honor. This usually results in being shotdown but we are trying for honor.
