You missed a point: the
Isle of Man can legally says to be a Nation, so you find its flag in any 'flags of the world' collection.
England can't legally say that, so you don't find its flag in any of such collections.
The politic of this site is to allow to use National flags.
If this site didn't this politic it would be forced to have, at least and besides the flags of the three countries you enumarate, the flags of the 50+1 States that form the United States of America, the flags of the 20 Italian regions and so on.
To keep updated such an archive would require a considerable amount of work that I prefer is devoted to the bugs' elimination.

There you have it; England is a country. Just as Scotland and Wales are countries in their own right. Each have their own national Football and Rugby teams, their own flags and are each considerably larger than the Isle of Man for example.
