This isn't the first time that this discussion appears, so I decided to see that is reported on an independent source like Wikipedia.
Wikipedia on the "Isle of Man" reports:
The Isle of Man is a self-governing British Crown Dependency, located in the Irish Sea between the islands of Great Britain and Ireland, within the British Isles. [...] The island is not part of the United Kingdom, but its foreign relations and defence are the responsibility of the UK Government. Wikipedia on "England" reports:
England is a country that is part of the United Kingdom. [...] The Kingdom of England—which after 1284 included Wales—was a sovereign state until 1 May 1707, when the Acts of Union put into effect the terms agreed in the Treaty of Union the previous year, resulting in a political union with the Kingdom of Scotland to create the new Kingdom of Great Britain.
These facts force me to have the sad task of telling you that you can't legally ask fly the flag of England as a state flag since more than 303 years.
Always these facts least me to say that the only way you can legally gain the right to fly such a flag as a state flag is to win an Independence War against the Crown of Great Britain.
I think that till that moment or you fly the Union Jack or you keep silent.
