Okay, I will concede the playability/programming issue. How about we just get rid of rake all together? Just set the hit table modifier for rake to +0. Maybe set it to +1 and that would tone it down sufficiently while still leaving it in.
As to the no turning with no sails, I assume that should be an easy check. Just check to see if it has rigging, if rigging = 0 then no turning. Alternately the ship could just surrender once it gets to the no rigging standpoint. It already surrenders if it gets raked with no rigging.

I think there is sufficient historical precedent for turning without rigging (rowboats or jury-rigged sails). IIRC, the original board game rules allowed de-masted ships to pivot every other game turn. There may be a programming issue that does not allow for "every other turn" movement. Given the choice between pivoting or not, I think most players would opt to retain the capability.
I would make a similar argument for rake shots. IMO, eliminating them goes a bit too far. Besides, with out the ability to rake, some of these games would go on forever. As previously mentioned, adjustments for field of fire already exist, but that may require programming resources that are not available anytime soon.
