First thing I won't waste a word on "so said tournaments" that were doomed from before being proposed. Then some observations on what says Mark.

To evaluate league system you need to have a brief history of YPI.

The very original idea of YPI is a private site for a group of 10 people only day back to 2003 March. I don't have the screen shot, but thanks to web archive we have one on 2003 June.

http://web.archive.org/web/20030608081513/http://www.youplay.it/play/main.asp

Nick turns the private game engine to public. In less than 1 month hundred of user flow in because of Bluemax. The 400th user is AceMaster. At first only Cartagena and Bluemax is available. For some reason Nick has the formal approval of Bluemax author Phil Hall to grant the online bluemax copyright, with only one rules. The site can't charge user for $$ This philosophy follows since then.

In 2004, King Me!(Viva Il Re!) is also available and also I join this year.

http://web.archive.org/web/20040202033659/http://www.youplay.it/play/main.asp

In 2005, WS&IM beta version is introduced, and also VAMPRING, the very original games on YPI

http://web.archive.org/web/20050204075258/http://youplay.it/play/main.asp

2007 is a remarkable year as League system introduced

http://web.archive.org/web/20070526142612/http://www.youplay.it/play/main.asp

2008 With help from BlueDragon WS&IM is available in Full rules

http://web.archive.org/web/20080704143444/http://www.youplay.it/play/main.asp

You can notice that there is a interesting statistic show that average BM game duration time for different player.

2010 Gonzaga, the 2nd original YPI games is developed. The whole site is moved to a more stable server.

2012 Nick sold the site to Jim

That's the very brief history of the site.

I think user traffic is down, partially because not as many games and leagues are being regularly created. Most users never create games or leagues. Some users create games or leagues using less popular scenarios and/or setting, so few, if any, sign up. Those users who regularly post more popular scenarios, sometimes take breaks or get busy due to work/family/what not, leading to a drop in new posts.

People left the site because of several reason:
1. The site stop any development for 2 years, it is a fact and we won't escape it. Players always looking for official campaign mode and altitude. But we have difficulities on Technical and Legal issue, I won't go into details at the current stage. I could tell that I am as worried as everyone who love this site.

2. The rapid developement of smart phone and mobile apps game jeopardise the site traffic. Some user think YPI is so slow and not 'fast' enough in terms of games progress. There could be some solution to it but until the management have any decision currently all developement is on hold.

Every 2-3 weeks, I usually start a number of leagues/games at a time, as some fill up and others don't, depending what kinds people are looking for at any particular time.

I saw that you start them, they are always with the free plane placement option, another thing that I Do dislike, so I never join them. From time to time, for my fun, at least a day after they had been opened, I opened the same game with standard or Area placement option. Generally my game started earlier than your. With this I'm trying to let you understand that your free placement games fall in the category of the less popular scenarios of which you talked about.

I have twin boys now, so less time for BM, unfortunately

Many would consider them a really challenging game. Anyway my greetings.

People vote with their feet; if your idea/game/league interests them, they'll sign-up or respond. Thus, for example, squadron campaigns and war long campaigns have generated interest and participation in the past. On the other hand, customized leagues haven't seemed to draw as much interest, particularly if they use less popular scenarios.

This is terribly right, but I've said above, you don't cope with it.

Anyway, for several years, I've been used to create open games so as that people could join what they liked. They were a series of 8/10 games for 4 players, about the same for 6 and 6/8 for 8 players. They were standard or area placements and they all keep disappearing in some days.

And now some words on Herbert point:

People like me expect faster play. 3 days time out will be good otherwise 5 days in the worse I can accept. Make it a small map with less players so things can get done quicker. Last time Kit ran the squadron campaign, people have to wait for weeks for couple of slow playing games to finish. By the time that slow game is done, people have moved on....

The idea that 3 or 5 days limits speed up a game is a false idea. Instead of speeding up they create meat for the auto-moving routine. Games that end auto-moved attract less people, so increasing the number of not starting games. For instance people like me wants to have the right to go out for a week end and came back on monday evening to find the plane where were left on Friday morning.
Anyway the three days limit was almost immediately deleted from standard games since there were too people ending in the auto-move routine.

And now a general reply:
Size of maps

I like small maps when I've to do with early war planes, that's to say planes that have a high rate of fuel consumption, so you don't waste fuel in the approach leg.

These are my 2 cents.

to be answered...
