Otherwise you will need some serious teamwork by comunicating with your allies using email.
Is this allowed in WS&IM?
Yep. Any form of comunication can be used in WSIM. While playing the ongoing Trident Cup; we use email but others have used secret codes as well. Radio was not invented but there were spyglasses so I guess the ship can read signals from each other.
