Snake, These kinds of threads keep coming up on the forum. They all boil down to legislating morality. That concept just dosen't work, in gaming or in life. Perhaps the best we can hope for is to note those individuals who abuse the rules or structure of the game and report them to the webmasters. Give examples. Let them decide if certain 'players' need to be blocked. Of course there's nothing to keep them from re-registering with a new idenity, but, baring capital punishment, nothing keeps criminals from eventually getting out of jail.
Most 'house rules' I've encountered in boardgaming came about because someone found a rule loophole to take advantage or mess-up others enjoyment.
