In the game http://www.youplay.it/play/bm_GameMove.asp?GameID=487163&UserID=blan86 I made a speed 4 move, leaving me with 2 fuel. The next move it forced me to move with 9L1, 2S1, 9R1. That left me with 1 fuel. All my speed 1 moves are now active. I'm not sure if that's correct or a bug.

No bug. After a 4 speed move you can only make a 3 speed move. You didn't have the fuel to do it so you were left with a speed one.
