It looks like he jammed his guns on Turn 10, cleared them during Turn 13, and blasted you during Turn 14 when he apparently stalled as well.

Without knowing the actual moves, it will be difficult to determine if anything buggy happened. From the log, though, nothing seems out of the ordinary.
