The worst etiquette in a league is
offering draw. I always refuse them. Either we will wear each other down eventually with the dice or they can surrender. If they want to go down in blazing glory, they can always turn their ship and get raked.

The easy fix is to award the surrenderd ships as capured.
I whole-heartedly agree! Surrendering should result in TOTAL victory for the opponent of the player who elects to surrender in a 2 player game - full points awarded for all ships remaining at the time of the surrender.
