Dang, where do I get my "old boys" card? It seems to me that fate favours the fearless. The newbie who stalls in front of my guns, and survives, while I end up with a PK. There can be no other explanation for the continued desire to stall - the move must be rewarded too often!
However, on a serious note, there are two issues:
Sample Size. Even with 30 games, there is a good chance (with a normal distribution) that the result will lie outside the "mean". This will even occur with a larger sample size.
Number of Chits Drawn. If more than one chit is drawn at a time, then the chance of drawing a PK/PE chit is higher (if you draw 4 chits, for example, the odds are about 1% higher). (on this note, I am not sure how the code is implemented - but I believe each plane/shot draws its chits from a "fresh" set - this latter point would be worth checking - as it may have an effect)
