Maybe we should consider what was the purpose of air war (or war tout-court: winning the field.
In other words, as there are no bombing/recce/artillery-cooperation missions, all games can be considered air superiority sweeps. The goal is to gain control of the sky.
So, maybe, victory should go, regardless of kills or scoring, to the side that has the last flying plane/s on the map, unless this/these plane/s is/are too battered to be combat effective (no fuel/engine or more than 50% damaged in at least two sections).
I can hear objections: "what about poor fuel-scarce germans?", "what about Bristols?".
Well, in my experience, flying germans goes through three steps.
1. Rookie: "What? No more fuel? Hey! They're shooting at me! That's not fair! Aaahhrghh..."
2. Experienced: [1S1], 2S1, [1S1], 2S1, 9R1... ecc. ecc.
3. Final stage: "Go there, fly aggressively and shoot down those suckers before you run out of fuel."
(BTW, case #3, IIRC, depicts quite accurately german style of fight in real life.)
As for Bristols (or Halberstads), as they're supposed to be the hub of all activity (going to or returning from a recce/bombing/whatever mission), in scenarios with two-seater they (the 2'ers) could be the purpose of the game. Shoot them down, and you win (unless is a "Pyrrus's victory", e.g. you loose 3 planes to get a single 2'er).
All considerations about germans and 2'ers notwithstanding, remember that we are talking about tournements. That is, whatever handicap you get in half of total games, the other half is your "payback time", so...
