Have you thought of getting some of the work done that way? Perhaps some of the smaller huge jobs you need doing?

I have considered many options. I've several sources of cheap or low cost coders. But, while coding is the larger part of the manhours needed, it's really the easier part. Need to develop the overall architecture first and write the specifications for the coders to follow. Then manage them so they produce according to spec.
