I've changed the way the victory is assigned with your indication. When counting the plane still in game now the server sum up the planes on the board and the planes retired with 'Honor' (i.e. without fuel or without engine). Planes retired with honor but in the wrong side of the map are still counted in game, but consider that they halve thier score.
With this new calculation approach the number of strategic victory if much less than before, but it seems much more balanced.
