However, fuel (though flawed) is used to limit the length of a game. I guess ammo could also have been used for this but only in a very limited way since you don't shoot every turn.
Speaking of ammo, since ammunition weighed a lot, and weight did influence a plane's performance, did you know that some pilots carried less ammo than normal?
I think we simply have to view the fuel limits as an abstraction to show relative time and power planes had. Historically, some planes had bigger fuel tanks and could operate for longer periods and longer ranges. Playing on smaller fields and/or increasing the fuel allowance, discounts - or entirely eliminates - that factor.
Some pilots checked their ammo belts themselves to reduce the chances of dud rounds and jams. I not sure you could carry less with belts. I suppose in the case of the overhead Lewis gun mounted on the wing, some might've opted not to carry additional drums to reload to save weight, room and convenience.
