I agree that without passwords some people might join without knowing that it is a campaign (if they don't read the description), but I do not see it as problem. I think that the only difference between a campaign-pilot and random one is that the "random one" will probably take more risks as he will probably care less for his pilot than a campaign player. However, having some "dangerous" people around isn't a problem.. as far as we know there might be people who consciously join the campaign and don't care much for "their life" either. Still, if a campaign-player does *not* want to encounter these "dangerous random ones" all he has to do is create his games with a password and avoid joining public ones with "2010 Campaign" description.
Lastly, people who "join the campaign by mistake" and later realize they joined, do not suffer any penalties: if they got killed in that game, they will start with a new pilot on the next game just as everyone else, while if they survived they already have some mission points under their belt 
So I think having people "stumble" into the campaign can be a good thing, the more pilots the merrier!
