Yes, I can enforce passwords if I create all the games, but I do not want to do so  I prefer to let people create their games, so that they can start a game with any of the available scenarios whenever they want without having to wait for me to do it.

I understand that some people prefer not to have "random ones" join their games - in that case, you just need to create your games with passwords or join other passworded ones |
