I can't explain it and I frequently can play the first few turns without my fuel going down - I've presumed it happens to everyone so have said nothing.

If you're playing a multiple fuel capacity option scenario, you may see this happen as I think 70 fuel units is the maximum that can be displayed.
after the fuel goes up, it would say something like "fuel over 45"
now for instance it says fuel 42/45 but i am on turn 7 , 6 turns complete but total of 3 fuel only used

When this online version was designed it was created with variable fuel so that you did not know exactly when your opponent ran out by keeping track. You always start with at least what you should plus randomly a few extra I think up to 7 additional.
