I can't explain it and I frequently can play the first few turns without my fuel going down - I've presumed it happens to everyone so have said nothing.
Isn't that the case?
If you're playing a multiple fuel capacity option scenario, you may see this happen as I think 70 fuel units is the maximum that can be displayed.
