In the event of a tie, it is determined randomly from amongst the highest attack numbers. I'd prefer the tailing be taken into account for this determination, but I also play knowing that it won't be.
Highest attack value is the best way to go, if the computer is deciding which plane to shoot. In this case, neither plane had deflection. I had shot at the previous turn and was tailing a target, (plus, this target was a shot at the tail without deflection). So, I would have definately preferred to have the high value target take the damage.
