Not if the Internet Software is in conflict with his ISP software - then the green light will be on, on the modem, but the programme will not load so he will not be able to get any screen as the Internet Software stalls whilst loading.
Thus nothing appears on screen and access is apparently denied.
This is exactly what happened to me, and if I did get access then the software took forever to update and frequently crashed.
Software conflicts create 90% of internet access problems.
What exactly are "ISP Software" and "Internet Software"? I have been in IT for 10 years and I have not heard of such term.
If you are talking about the firmware on the router/gateway, then these things usually will not change for the average user for the lifetime of that hardware unless you tried to use one from 10 yrs ago. It is cheaper and easier to buy a new router than trying to upgrade the firmware. As for gateway, your ISP can easily mail you a new one than trying to upgrade its firmware.
Nothing appears on screen does not means access is denied. Maybe his computer cannot get the IP Address, then it may has to do with the network card on his machine or the router. Depending on the configuration you may be able to see the router log or a system statistics in the case of a gateway. Either way he should be able to see how often (if at all) his modem/router/gateway manage to log in to the ISP. If he cannot log in, then his computer has nothing to do with it.
P.S. The tech support got me to use my xbox360 to connect directly to the modem one time just to eliminate the router in the solution. Problem persisted so it was determined with the modem or their lines are having the problem.
