As long as it regards your house rules, as I tried to report in the other thread, they have an impact on the coded instructions of the program governing this site, the heavier it is their impact, the more difficult that they can be implemented.
For several reasons the "fuel house rule" that you questioned about has a large impact on the program since you would have to change it in several points.
For your reference, the last "house rule" to be introduced, some months ago was the "no PK/PE". This is a a light modification since it is half way between the basic game, with no special damage chits and the advanced with all the special damage chits.
