My concern here, is that we have opened up a can of worms without fully understanding the impact on the game as a whole, simply to pander to the vanity of a few players who find it hard to accept that there are such things as lucky shots and that sometimes planes DO explode.

reading through the chart I saw that the red sides of the PK and Explode chits are removed. The Observer Killed chit is romved completely.
I think this "House Rules" version will not replace the removed chits with others, if I understood Nick's posts correctly.
I think play balance will not be much changed. I like advanced games, and will continue to play the vast majority of my games using them. I do think this version will be interesting to try however.
It may also have an application in tournament play by eliminating the "sudden death" factor. I have both won and lost tournament matches by such chits. And if one is drawn when either I or my opponent has gained position then it is not an issue. When a head to head engagement occurs and it happens it is irritating, as neither player showed skill in maneuvering to a superior position.
As you and others have pointed out, players are free to avoid these scenarios completely, so I am not sure understand your comment on the impact of the game. The board game has many sets of "house rules", and they do not negatively impact the game as a whole.
