The problem is "very early on" is kind of subjective. How much fuel and damage value should you have left before being able to leave without such a quitter penalty?

let me say that you took the correct example but you said the wrong thing. You should have reported the bug that the points of Skygee have not been halved!
He went out with 110 so gained:
17: turns on the map
43: from five firing actions
50: from two kills
Since he was leaving with no honor the total of 110 should have been halved to 55, at that point Skygee, faced with the penalty dropping him to the 5th and warned of the fact, would have probably considered remaining on the board some longer.
Besides this fact, let me add that I don't mind if someone quits since, historically, there was no writen rule on when you could quit a fight. Historically, in the same situation that you reported, nobody, one back to base, would have regretted: he had remained alone, had a damaged engine and was facing two opponents, one of which for sure undamaged (till that moment nobody had shoot a round toward Steadman). If I was the game I would have not blamed Skygee since in a real fight I would have made, may be that I would have warned him that I was reporting the fact as a possible bug.
I close saying that you will see that I reported my observations on the possible bug to the webmasters, that will decide if there is a bug. I'm almost sure that Skygee will agree with me on this point.
