Sorry, this discussion isn't going where I was leading. I'm ticked at the guys that sign up for your game and never make a move or quit moving so as to invalidate the game. I've been running into this a lot lately. Seems it would be easy to zing someone that does this.
Retiring because of damage or lack of brass is an entirely different matter and is probably impossible to enforce in a computer setting.

I had started a Forum thread with a suggestion on how to deal with Automovers like the ones you complain about. It got buried quickly by intentional bumps, but you can find the short discussion here:
http://www.youplay.it/play/forum_showmessage.asp?msgid=32694If the game gets invalidated because of how soon Automovers take over, I don't think it is as big a deal. When the Automovers make a game take 3-5 months to complete, that's just a royal PITA.
As for the early retirements, I think that a computer setting makes it just as easy to enforce if not easier. There are already guidelines for what is considered an honorable retirement from the game, there is just a lack of penalty for non-honorable retirements. Personally, I think there should be three levels for retirement - honorable retirement, retirement, and dishonorable retirement - with penalties (probably point deductions) for dishonorable retirements.
