Final bit: the number of users due to help WMs should be no les than three, so they can cover 24/24 without too much workload. Maybe six would work better.

Good post. I don't think we really need 24/7 coverage. As you point out, we have been surviving with very little moderation for years. If the threads were checked every day, so that the unacceptable was caught within a few hours, that would be a big improvement.
