Then a system fogging and disrupting chat should be implemented to simulate the typical situation of naval warfare where nobody understood anything 'said' by anybody. I believe that was the reason why the admiral ship was in the head of the line: everybody follows me 
"I said 'tack and follow'." "Didn't you mean 'engage the enemy at once'?"
