To find an appropriate amount of Masters, I would suggest setting the programming up to do the task, and then plugging in win/loss and kill/death percentages of different amounts until you get an appropriate amount of Masters. Round those percentages up or down to a nice number like 33%, 50%, 10%, etc., and you are done.

Perhaps the most fair system for ranking players is to look at their league results. The win% after a minimum number of leagues would be one of the best indicators of who is an ace.

I say this because unlike regular games, in a league, you have to play both sides and every plane in the scenario. Plus, even if its a 1 on 1 league or multi-player you still are competing against 7 other players so the omly real advantage you could have would be playing in a league against all rookies.

In regular games you can play only better planes in unbalanced scenarios and make your "stats" look good.

Therefore, look to the leagues for the most fair ranking system.
