i was thinking about some 25 pilots playing 24 matches with each of the others in reverse (with both planes) in 3 type of scenarios : that makes it 24 x 2 x 3 = 144 matches for each player.
is it too much to play and to manage? maybe two scenarios are enough? i was thinking: one dancer vs dancer one runner vs runner one runner vs dancer

What about playing many vs. many scenarios and judging pilots on individual base? The problem is that 1 vs. 1 scenarios are really boring and do not even account for a true pilot ability in more crowded environments.
You can select 4 groups by 8 pilots each (for a total of 32 players), select a bunch of balanced 4 vs 4 scenarios and make each gruop play in all possible combinations, that is the binomial of 8 over 4 = 70 matches per group. Then count the kill s - deaths coefficient of each pilot and promote the best 2's of each group to the final stage with the best 8 pilots. This way you get "only" 70 * 4 + 70 = 350 matches to follw .
On a smaller scale you cen divide 36 players in 6 groups by 6 each, which gives only binomial of 6 over 3 = 20 different 3 vs. 3 matches to cover all the possible combinations. Then you promote only the best death - kills score for each group and you play the final pool with your 6 best players, for a total of only 140 3 vs. 3 matches for 36 players.
Then matches should be played in advanced mode only, on reasonably small maps, with balanced scenarios and serious penalities for exiting from wrong sides or fleeing with an intact and fueled plane...
