In the BM boardgame there are both, but I only saw "Observer Killed" here on youplay.
I was wandering whether the "Observer Wounded" damage has not been implemented at all, or just there's something preventing it from working properly...
...or, as I experienced some cases of "ghost" observers (i.e. observer killed damage, then resuming fire after some time...), I was also thinking about a bug displaying always "Observer Killed" damage, but acting as if applying "Observer wounded: cannot fire for X turns" damage...
