I didn't notice before, but I must admit that I've never seen such a damage coming out...
Maybe it was just an added complication in the code (the original damage makes the observer unable to fire for X turns - added temporary stuff to keep track of...), so it was just not implemented...
Maybe the always faboulous SkyMasters can tell us something on this topic...
