Working on the Blue Max code is not easy. It needs very long time to simulate all the possibility during the debugging phase, and this is the reason we don't do it too often.
The bugs left are what we call "minors bugs", because they happens in very few cases.
The Dead observer bug happens only if the observer is killed by someone before the game engine processed his firing. The Wounded firing observer bug simply takes away a special damage, but is unusual too.
The third problem is the worst, in my opinion, and changing it will means that the "pilot killed" chit will be drawn a bit often and that all the "overkill" situation you saw in the previous games will no more happens.
Working on these changes means complete rewritting of some "core" procedure (i.e. if we make some errors there, it'd be a real mess ), so we need to plan this during a time period where we have enough free time to begin and complete all tasks without distractions.
I think that we will need to be patient at least until this October to fix these last 3 problems.
Next week we will begin our holidays, and until september our free time will go mainly to our family needs  In the meantime we are working only on matters with low (or without) impact on the program core. This way, even if we'd found a big problem just before the holidays start, we could simply ignore it until we will return 
In September the real work will restart, and probably we will be busy for a while.
This is why I think October is a good estimate.
has been there a long time. How come? It's because this is only an hobby, and Blue Max is only a game.
