I usually will post 2-3 leagues at a time as leagues I'm playing in finish up. My thinking being there are several scenarios I'd like to play next but I've no idea what others might enjoy. Whichever one(s) fill up, great. The more of them that fill, the better 
I usually post forum notices advertising such leagues a day or two before time outs, as I suspect a fair number of players don't look at the league page on a regular basis. Sometimes, that's all it takes, and the league fills up.
In this particular case, 2 of the 3 filled up, and the other almost did, so I'm satisfied with the results.
