Even if it is perfectly random across the entire site you will get localised clumping - nothing you can do about it really. That is actually part of random.
You could try to mitigate that - by giving less random rolls, or to mitigate to the effect of random rolls.
I'd sugeest the second option and change the scoring system slightly. Rather than giving bonus points for rolling high, change the scores to take away the points for people's dice rolls that should mitigate the effect of the localised clumping.
