Fair point, I was just a little shocked when it happened today and thought it was a bug that needed reporting. I hadn't realised that there was a different way to play the game.

Don't you start - today I was shot at by an observer when there was a plane on the hex between me and his plane. I guess they can choose targets as well and don't have to fire at the closest one.
