I don't find the drifting rules arbitary at all. however I'm fairly sure the boardgame rules actually states that ships with sailsalways gets to chose if they want to drift.
There's also the "backing sails" rule that's missing. That is the movement option "forward 0 hexes", which would make maneuvering in close formation a lot easier! |
