One question, were either the America or Adamant all out of crew at the time of the melee? Currently the game does not allow for boarding empty ships which belong to an opponent.

Nope, both ships were crewed (and attacked the Provence).
I'm fairly sure I've seen it before as well. I'd guess it's a bug in the code that reads the boarding orders, it simply stops reading the "destination" after it gets to first one.
