Not a house rule.
My rulebook shows it clearly in black and white print that what is above is true. I also have a very early copy of the game when it was packaged as a board game. In the very early game, there is no banking for the different planes, but the later editions of the game have banking, and makes the game better. Also gives a slight edge to the C stability rather than just having it a negative score for shooting.
