You are correct, the last number in the manuver was the furl used, not the speed. All stalls are speed 1 and all 1 hex moves are speed 2, etc.
I miss the altitude rules and spin chances.

Also the stall is listed as a different group of manoeuvres to the other 1 speed options (in my board game) - this suggests that they should be treated differently - again the reading of the game, but now has me confused...
