War at Sea Minis is actually a very good game. I admit my expectations were low when I first picked up a starter and boosters, but I was very pleasantly surprised by the balance of depth of play vs. play time. A 'lite' wargame but much more depth than a Memoir 44. You can pick up a nice fleet of CAs and DDs for a buck or two per. Capital ships are pricey on the open market ($10 - $25), but really you only need one or two to build your fleets around.
If you really can't find Starship Troopers anywhere let me know, I have it .....somewhere.
Hey 2-swords check it out; I Have over 100 "W.A.S." mini's and the entire 1st set ( with plenty of extra uniques/capitols ) Do you need anything specific? What Nationalities do you prefer?
I have also been submitting scenario outlines to the submissions/copy editors dept. of a few "interested parties" with somewhat suprisingly positive feedback.
