The bottom line is that every player has a different belief on what is right to do in this situation. There is no correct answer on what is right to do as it is not written in the rules. However, in league games it is encouraged to kill your opponents to gain more points.
Personally, I feel it's just a game. I don't believe anyone is any more honorable or dishonorable for trying to shoot me down when my engine has been destroyed. If I ran out of fuel then I would expect to be shot down for my own stupidity.
One thing to consider is that showing mercy to an opponent in an ordinary game (even if you are winning on points) does affect the 'kill' statistics for that particular scenario in the database. If everyone shows mercy then that will skew the results.
Giving mercy can also prolong a game as you wait for the gliding opponent to slowly make their way off the board. How is that fun for either player? I'd prefer to put both players out of their misery in a situation like that. I also quite like the tension as you are trying to get a kill before someone exits off the board edge or even if I am the person trying to escape.
Each to their own. I've killed and I've shown mercy. However, shooting down someone who is gliding doesn't make you any more or less honorable than the next player and it would be a shame if some players take offence over this situation.
