The chart isn't likely to be changed, since it is straight from the rules. The typical cause of the confusion (as in your case) is in the unexpected equation of Fuel and Speed, not the concept that an aircraft flying faster has a harder time to hit a target. Thus the chart lists the modifier as simply "Speed ...".
