When all planes have run out of fuel, the game will continue for a random number of turns (generally just a few turns) before ending.
This situation isn't covered in the general rules. Instead it is an adaptation by this site's programmers. (In real life, planes cannot glide forever - so you need someway of ending glider wars.)
