It was and is better that kind of speed rule, simly 'cause if you do a 2S2 or a 2S1 you move the same distance in the same time (1 move) so you must have the same speed
Also, with that speed rule, Snipe and faster plane will think twice before doing a stall move, because a tailing enemy will know exactly the hex where it will be the next move as now for triplane and slower plane
