I have an original edition from GDW (the last one, I think, with confusing speed indicators on the maneuver sheets - speed 0 for stalls, 1 for 1 hex moves and so on...), and also in that edition it is stated as you say.
This could be a good way to have all the Zifs agree on the same move !!!
